a. Review and approval of minutes of the board meetings held as follows:
Regular Board Meeting – March 19, 2019
b. Review and approval of district expenditures for March 1, 2019, through May 31, 2019.
c. Consider approval of payment to Lemon, Shearer, Phillips & Good, P.C. for legal
services.
d. Consider approval of Hansford County Tax Collection Contract for 2019-2020.
e. Consider Order allowing discounts from the Lipscomb County 2019 Ad Valorem Tax due
if paid before January.
f. Consider Approval of Sherman County Appraisal District’s Proposed 2020 Budget
3. Action Agenda
a. Consider requests to waive penalties and interests in Moore County from the following:
Etter Farms (Faria Brothers Dairy)
b. Receive report and discuss 86th Legislative Session.
c. Consider final compliance approval of Water Well Permits as active and complete wells.
d. Receive report and consider action as needed regarding District agriculture irrigation
demonstration conservation programs and other water conservation education initiatives
e. Receive report regarding groundwater production reporting for 2018 and its relationship to
Desired Future Conditions.
f. Receive Hydrology and Groundwater Resources Report 2018-2019.
g. Consider action regarding Groundwater Management Area – 1 Joint Planning Committee.
h. Consider action regarding the District’s Texas County and District Retirement System
Retirement Plan Assessment for Plan Year 2020.
i. Consider action recommended by Amarillo National Bank to change third party
administration of the District’s 457 John Hancock Retirement Plan.
j. Consider General Manager’s request to modify the District’s pay periods.
k. Consider General Manager’s request to amend Nicholas Kenny contract.
l. Receive preliminary report regarding North Plains GCD tax valuations for the purposes of
developing a budget.
m. Receive report regarding development of the 2019-2020 District Budget and schedule a
Finance and Budget Committee meeting.
n. Receive a report and schedule a meeting of the Agriculture Committee to develop
recommendations for 2019-2020 Budget.
o. Receive report regarding district construction and facility maintenance activities and
schedule a Property Committee meeting to develop construction and maintenance
priorities for the 2019-2020 budget.
p. Moore County Commissioners meeting Regarding Taxing of the former Star Theater at
118 W 7th St, Dumas Tx.
q. Consider Approval of Lipscomb County Parcel Increases
r. Consider legal and compliance matters before the District.
s. Closed Session.
The Board of Directors of the district may go into a closed session under the authority of the
Government Code, Chapter 551, Texas Open Meetings Act, to discuss:
i) Consultation with Attorney – Attorney/Client Privileged Consultations (§ 551.071).
ii) Consultation with legal counsel regarding pending compliance matters and attorneyclient privileged communications exempt from the Open Meetings Act pursuant to §
551.071 of the Government Code.
t. Consider action regarding recommendation(s) on matters discussed in closed session.

At any time during the meeting and in compliance with the Texas Open Meetings Act, Chapter
551, Government Code, Vernon’s Texas Codes, Annotated, the North Plains Groundwater
Conservation District Board may meet in executive session for consultation concerning attorney-
client matters (§551.071). Any subject discussed in executive session may be subject to action
during an open meeting.
